Mandatory Qualifications

Level III – The candidate must have more than seven (7) years of experience working on complex application development projects, including at least two (2) years in a leadership role as a Developer.
The candidate must have more than seven (7) years of experience in UI development and UI design patterns, including MVC, with a strong focus on designing and building complex and scalable applications.
The candidate must have more than seven (7) years of experience developing and maintaining web applications using HTML, XML, JSON, AJAX, JavaScript/TypeScript, Angular Framework, jQuery, Bootstrap, and Cascading Style Sheets (CSS).

Desirable Qualifications

Bachelor’s degree in Computer Science, Web Development, or a related technical field (degree copy required upon bidding).
More than seven (7) years of experience using .NET and C# to develop and maintain n-tier web applications OR Java with Spring Boot to develop and maintain n-tier web or cloud-based applications.
More than seven (7) years of experience with Service Oriented Architecture (SOA), including development of secure web services and SOAP and RESTful APIs.
More than seven (7) years of experience working with Entity Framework.
More than seven (7) years of experience using unit testing frameworks such as xUnit or NUnit.
More than five (5) years of experience working with distributed version control systems, such as Git.
More than two (2) years of experience designing and implementing CI/CD workflows.
More than two (2) years of experience working in Agile/Scrum methodologies.
More than two (2) years of experience working in a Federal or State government environment, preferably within Health and Human Services, including Integrated Eligibility Systems such as PA, TA, SNAP, HEAP, Fair Hearings, and Child Support programs.

Duties/Responsibilities

Design and develop high-quality, reusable, and performant UI components and applications.
Translate business and technical requirements into effective UI design and functionality.
Collaborate with UX designers, business analysts, product managers, and development teams to ensure a seamless and consistent user experience.
Drive UI/UX best practices, responsive and mobile-first design, adherence to SOLID principles, design standards, and Section 508 / WCAG accessibility requirements. Optimize UI performance and scalability through efficient coding and resource management.
Conduct code reviews to ensure quality, maintainability, and adherence to standards.
Mentor junior developers and provide technical guidance.
Stay current with emerging UI technologies and contribute to continuous improvement efforts.

Participate in all phases of the software development lifecycle, including requirements, design, development, testing, deployment, and support
