The Opportunity

The Corporate Services Branch within the Ministry of Trade and Export Development has an exciting opportunity to play a strategic role in shaping the ministry’s digital future. The Corporate Services Branch leads major IT projects, information governance and business improvement for the ministry. Reporting to the Manager of Operations, this position will play a key role in enhancing the quality of ministry programs and services through business process analysis and long-term technology planning, guide design, development and delivery of Information Technology (IT) initiatives.

As a Senior Business Analyst within the Corporate Service Branch, you will:

Provide business analysis, systems design, and technology planning expertise for ministry wide initiatives.
Provide expert knowledge of IT business analysis functions, including but not limited to requirement gathering, needs assessments and process mapping, as well as project management and system design methodologies.
Lead long- term business systems planning and align IT strategies with government wide priorities.
Excel at undertaking research and business needs analysis to find solutions to problems encountered by clients. Research opportunities to enhance efficiency, effectiveness, and innovation through business and technology solutions.
Analyze business processes and application systems to identify risks, gaps, and improvement opportunities; consult and communicate effectively with a variety of non-technical clients at all levels of leadership for IT-related projects.
Manage IT projects throughout their full lifecycle, including planning, requirements, design, testing, implementation, and evaluation.
Develop new IT standards, policies, documentation, and training materials.
Provide technical support, investigate system issues, troubleshoot problems, guide clients on system and preparation of business cases/IT proposals use as well as build and maintain business data models.
Represent the ministry on cross government IT projects and committees. government IT projects and committees.
Assign, lead, and coach project team members to support successful project delivery by demonstrating effective communication, problem-solving and project management skills.
Manage tasks with diplomacy, tact and ability to lead, guide, coach, advise and encourage co-workers to adapt to the innovative programs with your technical and interpersonal skills.

The Ideal Candidate

The successful candidate will be a team player, able to lead and collaborate with a team of cross-functional stakeholders who has:

Extensive knowledge of and on-the-job experience with business analysis functions, including but not limited to requirement gathering, needs assessments and process mapping.
Experience with SharePoint online, D-365, ServiceNow and Azure Dev-Ops is an asset.
Demonstrated ability to consult and communicate effectively with a variety of non-technical clients at all levels of leadership for IT-related projects.
Demonstrated ability to collaborate with internal clients to maintain and update a variety of systems applications, as well as with stakeholders from other ministries and organizations to ensure the ministry is aligned with enterprise best practices.
Demonstrated ability to research, develop and manage business improvement projects to improve the functionality of programs.
Experience in leading, directing and delivering application development initiatives.
Excellent interpersonal and communication skills with proven ability to lead and influence teams.
Demonstrated knowledge of project management and system design methodologies.

Typically, the knowledge for this position would be attained through:

A completion of a recognized university degree in Business Administration, Commerce, or Computer Science.
A certificate in business analysis or project management (e.g., CBAP, PMP or other relevant certifications) is preferred.
A minimum of 3 years of experience in a similar position.
An equivalent combination of education and experience will also be considered.
