Leading strategic change to deliver greater impact for social development

The Council of Europe Development Bank (CEB) is a multilateral development bank with a unique social mandate. Owned by 43 member countries, the CEB finances social investment and technical assistance to support inclusion, wellbeing and climate resilience.

The Executive Office (EO) helps steer the Bank’s internal governance and identifies opportunities for business transformation and strategic development. We’re now looking for a Head of Strategy & Engagement to support the EO’s work in shaping institutional strategy, fostering cross-organisational collaboration, and strengthening stakeholder relations.

This senior role combines strategic leadership with hands-on delivery. You’ll work closely with the Director of the Executive Office/Chief of Staff, managing a small team and acting as a strategic facilitator across the organisation. You’ll lead the preparation and follow-up of the CEB’s strategic plan, support high-level engagements, contribute to policy and positioning work, and develop partnerships with multilateral institutions and development actors.

To Join, You’ll Need

an advanced degree in governance, strategy, economics, political science or a related field
at least 10 years’ experience in strategy or organisational development in a multilateral or financial institution,
strong knowledge of international policy and banking context,
proven record in strategic planning, performance monitoring and stakeholder engagement,
excellent written and spoken communication,
team leadership skills and ability to drive cross-cutting initiatives,
fluency in English or French, with a working level in the other.

Experience with donor relations, results-based management, and project oversight would be considered assets.
