**Job Title**
Health Information Systems Officer – STRIDES (Strengthening Infectious disease Detection Systems), Epidemic Preparedness & Response
**Role Summary**
Provide technical and operational leadership to design, integrate, and enhance digital health information systems that support surveillance of infectious diseases across human and animal sectors. Work with governments, partners, and internal teams to improve data interoperability, analytics, and real‑time alerting for epidemic preparedness.
**Expectations**
- Deliver interoperable solutions linking DHIS2 with priority surveillance, laboratory, and logistics systems.
- Ensure data quality, security, and alignment with global standards.
- Support country teams, conduct assessments, and facilitate multisectoral data‑sharing forums.
- Contribute to reporting, publications, and donor documentation.
- Travel internationally up to 25 % and communicate effectively in English (additional French, Portuguese, or Spanish a plus).
**Key Responsibilities**
- Design and maintain interoperability architecture (DHIS2 ↔ LIMS, SORMAS, EWARS, etc.) using APIs/web services.
- Build and optimise ETL pipelines for multi‑source data extraction, transformation, and loading.
- Implement data‑quality checks and governance frameworks for human and animal health data streams (IBS/EBS/CBS, AMR, laboratory).
- Develop and sustain interactive dashboards (Power BI, Superset) and visual analytics.
- Lead or contribute to new application development (Python, Java, JavaScript, SQL).
- Conduct regional/country assessments of surveillance architecture and data flows.
- Organize technical workshops, data‑sharing forums, and training for partners and project staff.
- Review and revise project and donor reports; support external communications and scientific publications.
**Required Skills**
- DHIS2 configuration & Web API (≥3 years) and experience with SORMAS or similar platforms.
- Proven integration of at least two external systems (e.g., LIMS, LMIS, CRVS).
- Strong knowledge of REST APIs, JSON, XML, interoperability standards, middleware, and SQL.
- Dashboard and data‑visualization expertise (Power BI, Tableau, SAS, SPSS, Stata, Excel).
- Understanding of infectious‑disease surveillance, data governance, and One‑Health coordination.
- Analytical, problem‑solving, and training abilities; track record of publications or tool development.
- Experience with large USG‑funded public‑health projects.
- Language: English (required); French, Portuguese, or Spanish (strongly desired).
**Required Education & Certifications**
- Master’s degree (or international equivalent) in Information Systems, Health Informatics, Computer Science, Epidemiology, Public Health, or related field.
- Minimum 5 years of HIS implementation or digital‑health surveillance experience in LMIC contexts.
