**Job Title**
Facility Manager – Agency Footprint Adaptation Program
**Role Summary**
Lead the transition of the agency’s flagship building from project completion to ongoing operations. Oversee all operational, maintenance, and compliance activities, ensuring the facility reaches initial operational capability by 1 Oct 2026. Direct multi‑disciplinary teams, manage contractors, and control budgets for maintenance, capital upgrades, and soft services.
**Expectations**
- Obtain and maintain an active NATO SECRET clearance.
- Deliver safe, compliant, and cost‑effective operations within the agreed 2 Feb 2026–31 Dec 2026 contract period.
- Demonstrate proficiency in project management, civil engineering, and facility operations.
**Key Responsibilities**
- Coordinate with internal stakeholders and contracted suppliers for building operations.
- Manage transition from construction to Business As Usual, achieving OC on 1 Oct 2026.
- Plan, implement, and supervise O&M activities, including maintenance, modifications, and ad‑hoc projects.
- Ensure safety, health, and environmental compliance per Agency directives and local legislation.
- Oversee contract procurement, negotiations, and delivery of utilities, systems, cleaning, catering, and other services.
- Develop business cases, perform cost‑analysis, and provide data for financial planning.
- Prepare and manage annual budgets, allocate funds for O&M expenses and capital projects.
- Conduct regular inspections, document findings, and drive continuous improvement.
- Supervise multi‑disciplinary staff teams (cleaning, catering, technical maintenance).
- Maintain transparent communication with the Programme Manager and executive stakeholders.
**Required Skills**
- Project and programme management, with focus on civil infrastructure.
- Advanced knowledge of building performance, maintenance planning, and long‑term reliability.
- Fire safety certification and understanding of building regulations and energy‑efficiency standards.
- Strong procurement, negotiation, and contract‑management skills.
- Budgeting, resource allocation, and financial forecasting.
- Excellent written and verbal communication, with high‑standard English proficiency.
- Leadership, decision‑making, and stakeholder engagement under tight deadlines.
- Ability to lead local construction‑side safety activities and ensure compliance.
**Required Education & Certifications**
- Master’s degree in Civil Engineering, Construction Science, or equivalent.
- 10+ years of engineering experience in quality control, project coordination, and site supervision.
- Certified Fire Safety Expert.
- Valid NATO SECRET security clearance.
