Job Description
**Job Title** Water Supply Operations Officer – Contract Position **Role Summary** Provide technical and administrative support for water supply projects in a regional authority. Lead and coordinate works, conduct studies, manage contracts, and ensure compliance with regulations and safety standards for water distribution, network renewal, and farm water use projects. **Expectations** • 3‑year contract with potential extension. • Full‑time (35 hrs/week) with flexible schedule (4‑day, 4.5‑day, or 5‑day blocks). • Ability to work remotely up to 1.5 days per week. • Valid driver’s license (Category B) and use of shared service vehicle. **Key Responsibilities** 1. Develop work programmes aligned with the Multi‑annual Investment Plan (PPI). 2. Prepare and conduct necessary studies for project implementation. 3. Draft, monitor, and supervise contracts, service agreements, and engineering scopes of work. 4. Conduct technical and administrative control of contracted work. 5. Coordinate all stages of network renewal, valve chamber refurbishment, reservoir updates, and rural water supply improvements. 6. Advise and support agricultural stakeholders in securing sustainable water resources. 7. Maintain accurate documentation and reporting for project progress and compliance. **Required Skills** • Strong multidisciplinary technical knowledge: hydraulics, networks, civil engineering, electricity/automation, telemanagement, geomatics, and topography. • Proficiency in GIS and CAD software (SIG, QGIS, Autocad Map 3D, Covadis). • Familiarity with public procurement codes, land‑use regulation, and environmental law. • Experience with near‑network work procedures (AIPR, CATEC) and safety standards. • Competent in Microsoft Office Suite. • Analytical, organized, and able to manage multiple projects concurrently. **Required Education & Certifications** • Bachelor’s +3 to Master’s +5 in Water & Environment, Hydrology & Geosciences, Process Engineering, or equivalent. • Engineering diploma in Water Engineering or Hydraulic Engineering highly preferred. • Proven experience in a public authority or engineering consultancy is desirable.
