**Job Title**
IT Contracts Specialist
**Role Summary**
Manage end‑to‑end IT procurement and contract lifecycle, including solicitation, drafting, negotiation, and compliance oversight. Serve as liaison among legal, cybersecurity, architecture, and business stakeholders to ensure contracts meet technical, legal, and operational requirements.
**Expectations**
- Deliver accurate, compliant contracts within established timelines.
- Maintain up‑to‑date procurement documentation in state systems.
- Provide guidance and training to internal teams on IT procurement best practices.
- Monitor vendor performance and enforce contract terms, resolving disputes when necessary.
**Key Responsibilities**
- Lead RFP, RFI, RFQ, and sole‑source justification processes.
- Draft, review, and negotiate IT contracts (software licensing, SaaS, cloud, hardware, professional services).
- Collaborate with legal, cybersecurity, and enterprise architecture to validate contract terms.
- Ensure adherence to State of Iowa and federal procurement statutes, rules, and internal policies.
- Maintain procurement records in state procurement systems.
- Conduct vendor performance monitoring and support dispute resolution.
- Provide training and advisory on IT procurement best practices.
- Monitor industry trends, emerging technologies, and regulatory changes.
**Required Skills**
- Strong IT contract knowledge (SaaS, IaaS, perpetual licenses, maintenance/support).
- Proficiency in procurement processes: solicitation, negotiation, compliance.
- Excellent written and verbal communication.
- Analytical, negotiation, and project‑management capability.
- Familiarity with state/federal procurement regulations and centralized procurement environments.
**Required Education & Certifications**
- Bachelor’s degree in Business Administration, Public Administration, Information Technology, or related field.
- Minimum of 5 years’ experience in IT procurement, contract negotiation, or public‑sector contracting.
- Professional certification such as NIGP‑CPP, CPPB, CPPO, or NCMA CPCM preferred (acceptable).
