Job Description
**Job Title** Assessment, Monitoring, and Evaluation (AM&E) Analyst, DOS **Role Summary** Provide policy direction and oversight for Department of State programs in foreign military financing (FMF) and international military education and training (IMET). Conduct assessment, monitoring, and evaluation (AM&E) activities, develop data‑driven insights, and support decision‑making for international security and defense strategy initiatives. **Expectations** - Hold an active Secret Security Clearance. - Possess a current passport and willingness to travel nationally/internationally. - Meet education and experience requirements (see Education & Certifications). **Key Responsibilities** - Assess, monitor, and evaluate FMF and IMET funded programs continuously. - Research and analyze program data to identify trends and impact. - Design and implement data collection plans, monitoring plans, and evaluation methodologies. - Produce country reports, trip reports, annual assessments, and in‑depth analyses. - Coordinate with State Department, DoD, and other stakeholders on program oversight. - Conduct field testing of evaluation protocols and data verification techniques. - Deliver written reports and presentations on security assistance outcomes. - Develop and refine processes to improve team effectiveness and analytical quality. **Required Skills** - Program design, monitoring, and evaluation for large‑scale international initiatives. - Data collection planning and analytical reporting. - Strong written and oral communication; ability to present findings to senior stakeholders. - Critical thinking and problem‑solving in complex security contexts. - Detail‑oriented, organized, and able to manage multiple priorities. - Flexible to changing processes and requirements. - Proficiency in Microsoft Office (Excel, Word, PowerPoint, SharePoint). **Required Education & Certifications** - Bachelor’s degree from an accredited university + 8 years of relevant experience *or* Master’s degree + 5 years of relevant experience. - Minimum 3 years of experience designing or conducting AM&E for foreign or security assistance programs. - Active Secret Security Clearance. ---
