Job Description
**Job Title:** Freelance Functional Analyst – Problem & Change Analyst (PCA) **Role Summary:** Provide functional analysis and problem‑change management for the Message Exchange (MEX) service domains (Structure, Rectification, Measure, Cross) within the CMS transactional processing platform of Belgium’s liberalized energy market. Work in an agile, ITIL‑aligned environment, supporting market parties (suppliers, TSOs, DGOs) and delivering root‑cause analysis, requirement specifications, and change coordination. **Expectations:** - Minimum 3 years experience as a functional analyst. - Proven ability to perform problem analysis, root‑cause investigations, and change impact assessments. - Fluent in Dutch or French (native) and English (C1). - Ability to work autonomously in a 12‑month freelance contract, collaborating with cross‑functional and agile teams. **Key Responsibilities:** 1. Conduct problem analysis and change management for MEX functional domains, documenting findings and recommendations. 2. Write, modify, and execute SQL queries for data validation and analysis. 3. Develop and maintain Business & Functional Requirements (BPMN, process modeling, optimization). 4. Create and manage user stories in Azure DevOps; coordinate with development teams. 5. Use incident‑ticketing tools (TopDesk, Jira, ServiceNow, Atlassian) to log, track, and resolve issues. 6. Facilitate stakeholder workshops and working groups; ensure clear communication of technical and non‑technical information. 7. Apply ITIL best practices to problem and change processes; support continuous improvement. **Required Skills:** - Functional analysis (≥3 y) with strong analytical/problem‑solving abilities. - SQL query writing and data analysis. - Experience with incident management/ticketing tools (TopDesk, Jira, ServiceNow, Atlassian). - Proficiency in Azure DevOps and user‑story creation. - Knowledge of Message Exchange domains (structure, rectification, measurement, cross) and MIG (MIG6/DGO) is a plus. - Familiarity with Belgian energy market concepts (advantageous). - Agile teamwork, stakeholder management, and facilitation skills. **Required Education & Certifications:** - ITIL Foundation Certificate (mandatory). - Prince2 Foundation (or equivalent experience). - Professional Scrum Master™ or Product Owner™ (or equivalent experience). - No specific degree required, but a relevant IT or business qualification is preferred.
