**Job Title**
IT Development Manager
**Role Summary**
Lead a 145‑person IT development department for a major public‑sector organization, overseeing Java, COBOL, and SharePoint teams. Drive digital transformation, define and enforce architectural standards, methodologies, and quality norms, while fostering continuous improvement, coaching, and change management. Ensure alignment of IT strategy and projects with business objectives, manage risks, and maintain effective stakeholder communication.
**Expectations**
- Provide strategic leadership and operational oversight of all development domains.
- Champion agile, product‑oriented development and robust architecture practices.
- Maintain a balanced workload through capacity planning and resource allocation.
- Ensure high‑quality delivery, risk mitigation, and compliance with governance bodies.
- Promote continuous learning, knowledge sharing, and team motivation.
- Communicate regularly with senior management and internal stakeholders.
**Key Responsibilities**
- Direct and coordinate Java (130), COBOL (12), and SharePoint (2) development teams, including an 8‑person design sub‑team.
- Collaborate with Enterprise Architect and Chief Data Officer to evolve methodologies, architectures, technologies, and frameworks.
- Define, monitor, and improve quality standards, implementing continuous improvement initiatives.
- Lead coaching, change management, and professional development programs.
- Conduct capacity planning and allocate resources to meet project timelines and budgets.
- Participate in steering committees as senior supplier and actively manage project risks.
- Report progress and metrics to executive leadership; maintain regular communication with PMO and other stakeholders.
**Required Skills**
- Deep technical expertise: Java, J2EE, Spring Boot, OpenShift, Angular, Atlassian suite, SQL, REST APIs, Cloud platforms, Micro Focus COBOL, Microsoft 365.
- Strong understanding of analysis, design, and architectural modeling.
- Proven experience with Agile/Scrum, Domain‑Driven Design, product‑focused development, and Prince2 project management.
- Leadership, coaching, and change‑management capabilities; ability to inspire and motivate large, multidisciplinary teams.
- Excellent communication, negotiation, and stakeholder‑management skills.
- Ability to work under pressure, prioritize effectively, and maintain a holistic view of initiatives.
- Fluency in French and Dutch (both written and spoken).
**Required Education & Certifications**
- Master’s degree in Computer Science, Information Technology, or a related field (or equivalent professional experience).
- Minimum 10 years of software development experience, with at least 5 years leading multiple development teams.
- Prince2 certification preferred; additional certifications in Agile/Scrum, Cloud, or Architecture are advantageous.
